Accra, April 01, – The Public Accounts Committee (PAC) of Parliament has summoned two officials over GH¢8.2 million in claims linked to the “Toilet for All” project under the former Ministry of Sanitation and Water Resources.
The officials, Mr. Bright Oduro Kwarteng and Mr. Theophilus Okine, are alleged to have received mobilisation funds for the construction of household toilet facilities but failed to execute the work.
Mr. Ahmed Ibrahim, Minister for Local Government, Decentralisation and Religious Affairs, disclosed this during a PAC public hearing in Parliament House, Accra.
He explained that efforts to verify the claims had been complicated by the officials’ assertion that all relevant documents had been forwarded to the National Archives.
“Mr Chairman, the good news is that the officers who handled this transaction are still at post in other ministries,” he said, adding that steps had previously been initiated to abrogate the contract and re-award it for execution.
Mr. Samuel Atta-Mills, Ranking Member of the Committee, criticised the development, questioning the rationale behind paying mobilisation funds without corresponding work.
“You pay somebody mobilisation to go and work, the person doesn’t do it, takes the money, and then you come back to abrogate this contract, repackage it, and give it to somebody,” he stated.
The Committee has directed that the two officials be brought before it to respond to the allegations, with indications that the matter could be referred to the Attorney General for possible prosecution if wrongdoing is established.
