Parliamentary Caucus Pushes for Nationwide Access to Information


Accra, March 26,  – The Parliamentary Caucus on the Open Government Partnership has called on the Right to Information (RTI) Commission to ensure unrestricted access to information across the country.

The Caucus stressed that access to information should be treated as a fundamental human right and prioritised to deepen transparency and democratic governance.

Mr Emmanuel Kwasi Bedzrah, Chairman of the Caucus and Member of Parliament for Ho West, made the call when a delegation from the group visited the Commission in Accra to assess its operations.

The delegation comprised Mr Alexander Akwasi Acquah, Vice Chairman, Dominic Napare, Shaibu Mahama, Adelaide Ntim and Kaakyire Asira Gyasi, Assistant Secretary.

Officials of the Commission present included Mr Kofi Sarpong, Ms Kate Swanzy, Mr Stephen Owusu, Mr Michael Duodo-Sakyiama, Miss Audrey Korlekuor Odjeawo and Mr Baffour Eugene.

Mr Bedzrah urged the Commission to intensify efforts to promote its mandate and activities, despite operational challenges, to enhance accountability within public institutions.

Ms Genevieve Shirley Lartey, Executive Secretary of the Commission, said the Commission had made progress under the National Action Plan (NAP-4), including developing public education materials, building awareness on the RTI Law and facilitating the passage of regulations through a Legislative Instrument.

She, however, cited inadequate funding and lack of office accommodation as major constraints affecting the Commission’s operations.

Mr Chris Dougan, a member of the Governing Board, said further stakeholder engagements would be undertaken before resubmitting a draft Legislative Instrument to Parliament for consideration.

Mr Kweku Sersah-Johnson, Technical Advisor, noted that a comprehensive communication strategy had been developed to boost public awareness and understanding of the law.

He explained that the National Action Plan aimed to strengthen transparency, enhance citizen participation in governance, and promote open data and anti-corruption initiatives.
