PIAC report triggers renewed calls for tighter oversight of petroleum revenues


Accra, April 12, 2026—Concerns over Ghana’s petroleum revenue management have resurfaced following discussions on the 2025 annual report of the Public Interest and Accountability Committee (PIAC), with stakeholders urging stronger transparency and fiscal discipline across the sector.

The report, examined during a two-day stakeholder engagement in Accra, highlighted governance and compliance gaps while projecting improved petroleum inflows for the 2026 fiscal year.

PIAC Chairman, Mr Richard Ellimah, indicated that petroleum receipts are expected to rise to 985 million dollars in 2026, up from 770 million dollars in 2025, stressing the need for improved accountability in the use of such funds.

He raised concerns over compliance with statutory provisions governing appropriation and the Annual Budget Funding Amount (ABFA), noting persistent implementation gaps.

The report recommended a medium-term investment plan to strengthen the Tweneboa, Enyenra and Ntomme (TEN) oilfields, which continue to face operational challenges.

It further urged strict adherence to the Petroleum Revenue Management Act and enforcement of the Ghana Stabilisation Fund cap to support prudent fiscal management.

Mr Ellimah called for a comprehensive national development framework to guide ABFA utilisation and prevent fragmented spending.

The report also flagged alleged outstanding obligations involving the Ghana National Petroleum Corporation (GNPC) and the Ghana National Gas Company Limited, including unaccounted petroleum revenues and arrears.

PIAC Technical Director, Mr Mark O. A. Agyemang, emphasised the need for targeted reinvestment to sustain output from ageing fields, describing the TEN field as particularly challenging.

He said long-term production stability would depend on structured investment planning and improved operational efficiency.

Executive Secretary of PIAC, Mr Isaac Dwamena, called for enhanced collaboration among sector institutions to strengthen transparency and governance.

The engagement brought together journalists and editors to deepen understanding of petroleum revenue management, including recent amendments to the PRMA and their implications.
