Accra, March 31, – The Public Accounts Committee (PAC) of Parliament has recommended the prosecution of Mr Frank Oliver Kpodo, a former Director of Procurement at the Ministry of Defence, over the alleged falsification of documents in a GH¢4.8 million vehicle procurement deal.
The Committee’s recommendation follows a call by the Majority Chief Whip, Mr Rockson-Nelson Dafeamekpor, for the immediate interdiction of Mr Kpodo, citing the alleged use of falsified documents in an attempted procurement of vehicles intended for monitoring the 2024 general elections.
The Auditor-General had earlier disallowed store receipt vouchers valued at GH¢4.8 million during a special audit of government commitments and payables, noting that the vehicles captured in the documents were not supplied.
Appearing before the Committee during a public hearing at Parliament House in Accra on Tuesday, Mr Kpodo, now a procurement officer at the Ministry of Lands and Natural Resources, said the vehicles had initially been delivered but were later taken away due to concerns that payment might not be made.
He said he subsequently advised management to extend the contract agreement to allow for payment processing.
His explanation, however, drew strong criticism from members of the Committee.
Mr Dafeamekpor rejected the explanation and insisted that Mr Kpodo should be interdicted.
“You personalised the transactions, so they became your personal burden. How many vehicles were involved? If you can’t tell us where the vehicles are, at least tell us how many there were.
“So, for me, my demand is that the Ministry of Lands and Natural Resources should interdict this man. He should be interdicted,” he said.
Mr Samuel Atta-Mills, Ranking Member of the Committee, supported the call and recommended that the matter be referred to the Attorney-General for possible prosecution.
