Accra, March 31, – President John Dramani Mahama on Tuesday signed five Bills recently passed by Parliament into law, covering security, education, financial protection, and revenue measures.
The Bills are the Security and Intelligence Agencies Bill, 2025; the University of Engineering and Agricultural Sciences Bill, 2025; the Ghana Deposit Protection (Amendment) Bill, 2025; the Growth and Sustainability Levy (Amendment) Bill, 2026; and the Education Regulatory Bodies (Amendment) Bill, 2026.
President Mahama said the Security and Intelligence Agencies Act, 2026, removed the office of Minister of National Security and gives the President the authority to designate any minister to supervise the security agencies.
He said the Act also restores the name of the National Intelligence Bureau (NIB) to the Bureau of National Intelligence (BNI), explaining that the change would eliminate confusion between the agency and a Ghanaian commercial bank with a similar acronym.
On the University of Engineering and Agricultural Sciences Act, 2026, President Mahama said the law establishes a new public university with its main campus at Bunso in the Eastern Region, and additional campuses at Ohawu in the Oti Region and Acherensua in the Ahafo Region.
Regarding the Growth and Sustainability Levy (Amendment) Act, 2026, the President said the amendment adjusted the levy from one per cent to three per cent but reduced the effective burden on mining companies following the introduction of a sliding scale for royalties.
On the Education Regulatory Bodies (Amendment) Act, 2026, he said the amendment removed the requirement for universities to obtain charters under the previous arrangement.
Touching on the Ghana Deposit Protection (Amendment) Act, 2025, President Mahama said the amendment strengthens the legal framework for protecting deposits held by customers in commercial banks and other financial institutions.
The Bills were presented to the President by Mr Ebenezer Ahumah Djietror, Clerk to Parliament.
The signing ceremony was witnessed by Vice President Professor Jane Naana Opoku-Agyemang; Mr Julius Debrah, Chief of Staff; Dr Callistus Mahama, Executive Secretary to the President; Madam Marietta Agyeiwaa Brew, Senior Legal Advisor to the President; Dr Dominic Ayine, Minister of Justice and Attorney-General; Dr Cassiel Ato Baah Forson, Minister of Finance; and Mrs Joyce Bawa Mogtari, Senior Presidential Advisor and Special Aide to the President.
