GRA Launches Advance Ruling System to Strengthen Trade and Compliance

Accra, April 1,– The Ghana Revenue Authority (GRA) has launched the Advance Ruling System, a digital initiative aimed at improving compliance, trade facilitation, and transparency in revenue administration.

Speaking at the launch, Mr Anthony Sarpong, Commissioner-General of GRA, described the system as a transformational step in engaging the trading and taxpaying community.

Supported by the World Bank through the Trade Facilitation Support Programme (TFSP), the system provides binding decisions on tariff classification, origin of goods, and other customs matters before goods are shipped or arrive at the border.

Key benefits of the Advance Ruling System include:

  • Predictability and certainty for traders on customs assessments.
  • Reduced disputes and faster clearance times.
  • Lower compliance costs and improved transparency.
  • Enhanced investment confidence through online applications and binding decisions within 90 days.

Mr Sarpong emphasized that Ghana faces a revenue mobilisation target of GH₵230.1 billion for 2026, with the Customs Division expected to contribute GH₵67.54 billion. He noted that compliance, rather than enforcement alone, drives sustainable revenue growth, and fair, predictable systems are critical for this.

The Advance Ruling System complements other reforms, including the deployment of the Publican AI System to detect high-risk consignments and the continued use of the Integrated Customs Management System (ICUMS). Automation within ICUMS ensures faster and consistent service delivery across all entry points.

Mr Sarpong assured traders of GRA’s commitment to fairness, integrity, responsiveness, and service, and commended the Customs Division, the Advance Ruling Committee, and other stakeholders for their contributions.
