Gov’t Defends GH¢21m Black Star Square Renovation as Strategic Investment


Accra, March 31, – The Office of Government Machinery has justified the GH¢21 million renovation of the Black Star Square, describing it as a strategic investment to preserve a key national monument and prepare it for major state functions.

Dr. Abubakar Wayo, Chief Director at the Office, said the decision to undertake the works was based on the strategic importance of the Square, despite the relocation of the 69th Independence Day celebration from its traditional venue.

He gave the explanation when he appeared before the Public Accounts Committee (PAC) of Parliament, following concerns over the rationale for proceeding with the project after the parade had been moved to the Jubilee House.

Dr. Wayo explained that the Square remained central to national activities, including Presidential inaugurations and major state ceremonies.

“Although the Independence Day celebration was relocated, the renovation works at Black Star Square became necessary to prepare the facility for the Presidential Inauguration,” he told the Committee.

He added that the contract had already been awarded before the change of venue and that the Office acted on directives from a higher authority, leaving it without the mandate to halt the project.

The justification comes amid longstanding concerns about the deteriorating state of the facility, which had raised questions about safety and its suitability for high-profile events.

A Ghana News Agency visit in November 2023 revealed extensive structural defects, including damaged spectator stands with exposed corroded iron rods, ripped roofing, and visible cracks and water stains on the Independence Arch.

The Liberation Day Monument had cracked and detached tiles, while the Black Star Gate showed signs of wear, with weakened surrounding structures. Poor sanitation, including stagnant liquid waste in parts of the Square, further affected its condition.

Constructed in 1961 under Ghana’s first President, Dr. Kwame Nkrumah, the Black Star Square remains the country’s premier ceremonial grounds, with a seating capacity of about 30,000.

It has hosted Independence Day celebrations, Presidential inaugurations, military parades, and high-profile visits by global leaders, including Queen Elizabeth II and former United States President Bill Clinton.

Tourism data indicate strong visitor inflows to Ghana, with projections of about 1.2 million international arrivals, including an estimated 115,000 visitors from the United States during the December peak season.

The nearby Kwame Nkrumah Memorial Park, following its redevelopment, has attracted over 150,000 visitors within months and generates about GH¢1 million monthly, highlighting the economic potential of well-maintained heritage sites.

The comparison underscores the need for sustained investment in the Black Star Square to enhance its appeal, preserve its historical significance, and position it as a major tourism and economic asset.
