PAC Flags GH¢4.4 Billion in Questionable Energy Ministry Liabilities


Accra, March 25, – The Public Accounts Committee (PAC) of Parliament has raised serious concerns over GH¢4.4 billion in questionable liabilities recorded in the accounts of the Ministry of Energy and Green Transition.

The concerns follow findings from the Auditor-General’s special audit report on government payables and arrears as of December 31, 2024.

Officials of the Ministry, who appeared before the Committee in Parliament on Wednesday, were queried over claims submitted to the Ministry of Finance, which reportedly included duplicated contracts and other irregular entries.

Members of the Committee expressed frustration over the recurring nature of such financial discrepancies, warning that continued lapses in public financial management could undermine the country’s fiscal credibility.

“We cannot continue like this if we are to protect the integrity of our financial system,” members stressed during the session.

Responding to the concerns, Mr Richard Gyan-Mensah, Deputy Minister of Energy and Green Transition, attributed the anomalies to what he described as “inadvertent errors.”

He, however, assured the Committee that the discrepancies had been identified and corrected in collaboration with the Ministry of Finance.

The PAC emphasised the need for stricter accountability measures and improvements in financial reporting systems to prevent similar occurrences in the future.

It noted that such lapses not only weaken public confidence in government expenditure but also pose risks to effective fiscal management.
