Accra, March 17, – The Controller and Accountant-General’s Department Workers’ Union (CAGDWU) has declared its support for moves to grant autonomy to the Controller and Accountant-General’s Department (CAGD), dismissing objections raised by the Civil and Local Government Staff Association of Ghana (CLOGSAG).
In a press statement issued in Accra, the Union rejected comments by Isaac Bampoe Addo, Executive Secretary of CLOGSAG, who had opposed recommendations made by the Constitutional Review Committee (CRC).
CAGDWU said its endorsement of the proposal followed thorough consultations and assessments by the CRC, stressing that the Department’s central role in managing public finances justified the call for institutional independence.
The Union maintained that Dr Bampoe Addo’s position did not reflect the views of staff of the Department, insisting that workers were largely in favour of the proposed reforms.
It further assured members that the Union’s activities would not undermine their conditions of service, pledging to protect their rights, welfare and professional standing at all times.
CAGDWU cautioned that it would resist any attempts to derail the autonomy process, reaffirming its full backing for the CRC’s recommendations.
Addressing concerns raised by CLOGSAG, the Union dismissed suggestions that autonomy could create constitutional uncertainty, arguing instead that it would enhance operational clarity, efficiency and service delivery.
It also rejected claims that independence might weaken fiscal coordination, stating that removing political bottlenecks would rather improve expenditure management and strengthen financial oversight.
According to the statement, granting autonomy to the CAGD would reinforce fiscal discipline, promote professional integrity and align Ghana’s public financial management systems with international best practices.
The Union called on Parliament, civil society organisations and the general public to support the proposed reform to enhance accountability and safeguard national resources.
