Energy Commission Board Engages on Draft EV Charging Infrastructure Regulations

Accra, Feb. 22, – The Energy Commission has begun reviewing the Draft Electric Vehicle (EV) Charging Infrastructure and Battery Swap Systems Regulations, a move aimed at establishing a legal framework to support Ghana’s emerging EV sector.

The draft regulations will empower the Commission to regulate and license all EV charging infrastructure and battery swap system manufacturing, assembly, importation, installation, and operations in Ghana.

The review took place during a two-day Board Meeting in Ho, attended by the Board Chairman, Members, the Deputy Executive Secretary, staff, consultants, and media representatives.

Professor John Gartchie Gatsi, Board Chairman, said the regulations provide the legal basis for overseeing EV infrastructure across four key areas: residential, workplace, public, and commercial charging stations, as well as safety requirements for charging and battery swap systems.

Mr Kennedy Amankwah, Deputy Director of Energy Efficiency Regulation, emphasized the importance of transparency and public awareness in shaping Ghana’s EV regulations, highlighting that the Commission has developed GSA-approved EV charging, vehicle, and battery standards.

Ms Joyce Caitlyn Ocansey, Coordinator of the Drive Electric Programme, noted that the regulations will prevent Ghana from becoming a dumping ground for phased-out internal combustion engine vehicles while promoting sustainable, climate-friendly technology.

Stakeholder sensitisation campaigns have already begun in selected regional capitals, ensuring broad participation in the regulatory process. Once approved by Parliament, the regulations will establish a safe, organized, and sustainable EV charging ecosystem under the guidance of the Energy Commission.
