Cabinet Approves GANRAP to Build 15-Month FX Reserve Buffer



Accra, Feb. 25,  – Finance Minister Dr. Cassiel Ato Forson announced Cabinet approval of the Ghana Accelerated National Reserve Accumulation Policy (GANRAP) to bolster foreign exchange reserves to 15 months of import cover by 2028.

Launched under the Ghana Gold Board Act, 2025 (Act 1140), GANRAP creates an "economic war-chest" against shocks, reducing IMF bailout dependency after recent crises.

Dr. Forson presented the policy on Parliament's floor Wednesday, with Speaker Alban Bagbin referring it to the Finance Committee for review ahead of Thursday's debate.

The strategy addresses recurring downturns, global risks, and Ghana's transformation agenda, building resilience through gold-backed reserve growth and external buffers.
