President Mahama assents to Bill abolishing COVID-19 Levy

Accra, Dec. 10, – President John Dramani Mahama on Wednesday assented to the COVID-19 Health Recovery Levy Repeal Bill, 2025, formally abolishing the levy.

With the passage of the COVID-19 Health Recovery Levy Repeal Act, 2025, the one per cent COVID-19 Recovery Levy imposed on goods, services, and imports has been removed. The levy had been in effect since March 31, 2021.

President Mahama explained that the decision to repeal the tax fulfilled a key campaign pledge, adding that the levy was “difficult to comprehend” under prevailing economic conditions.

The signing ceremony was attended by Mr Ebenezer Ahumah Djietror, Clerk to Parliament; Dr Cassiel Ato Baah Forson, Minister for Finance and Acting Minister for Defence; Mr Julius Debrah, Chief of Staff at the Presidency; Madam Marietta Agyeiwaa Brew, Senior Legal Advisor to the President; and Dr Dominic Akurutinga Ayine, Attorney-General and Minister of Justice.

Also present were Mrs Joyce Bawa Mogari, Presidential Advisor and Special Aide to the President, and Mr Samuel Nartey George, Minister of Communication, Digital Technology and Innovations.
