TCDA Dismisses Under-Invoicing Claims in Rubber Export Sector


Accra, April 7,  The Tree Crops Development Authority (TCDA) has rejected allegations of under-invoicing in Ghana’s raw rubber exports, describing recent media reports as misleading and not reflective of existing regulatory controls.

The Authority said the claims, which suggested widespread under-declaration of export values and volumes, did not accurately represent the licensing and monitoring systems governing the sector.

In a response issued on Tuesday, the TCDA explained that it operates a licensing and permit regime to regulate the export of raw rubber and ensure compliance with established guidelines.

It stated that all exports are subject to strict controls, including permits and volume monitoring, aimed at protecting the local rubber industry and promoting value addition.

The Authority clarified that it does not have unilateral powers to halt licensed exporters but works within the legal framework to enforce compliance.

It added that since the introduction of the licensing and export permit system, the number of exporters and volumes of raw rubber exports had reduced significantly, which it said demonstrates improved regulatory control.

The statement followed media reports alleging revenue losses through under-invoicing and exports outside approved permits, raising concerns about the sustainability of local rubber processing.

The TCDA maintained that it remains committed to transparency, accountability, and the development of the rubber value chain, while supporting government efforts to strengthen regulation in the sector.

Government has in recent months announced measures aimed at restricting raw rubber exports to ensure adequate supply for domestic processing and to strengthen local industry.
