Seven arrested over fake electronic traffic notices scam


Accra, Feb. 26, – The Ghana Police Service has apprehended seven individuals allegedly involved in circulating fraudulent electronic traffic violation notices targeting unsuspecting members of the public.

Deputy Commissioner of Police (DCOP) Grace Ansah-Akrofi, Director-General of Public Affairs, said the arrests followed swift police action after fake notifications began circulating. A public alert was issued clarifying that the messages were false, fraudulent, and not issued by the Police.

The suspects—Martha Quarshie, Peter Ofori-MacCarthy, Alfred Kofi Totimeh, Prosper Otumfour, Robert Agblehe, Christian Agblehe, and Michael Edem Amomornu—were arrested from locations in Ada, Winneba, and Accra.

Preliminary investigations revealed that the suspects created an online application to send fake electronic traffic violation notices with payment links. Payments made by victims were routed through multiple mobile money accounts and later consolidated via a vendor in Ada. Prosper Otumfour, based in Winneba, was identified as the central figure. Searches in his residence yielded cash, multiple SIM cards, mobile phones, and laptops linked to the fraud.

Subsequent arrests in Accra led to the seizure of laptops, hard drives, mobile phones, numerous Telecel SIM cards, bank cards, identification documents, and GH¢10,978 in cash. Investigators noted that several SIM cards had been registered in the names of family and associates but were retained by the suspects to receive payments, creating a layered structure to conceal funds.

All seven suspects remain in Police custody and are expected to face court. Investigations continue to uncover other members of the syndicate.

DCOP Ansah-Akrofi commended the Police Intelligence Directorate and Criminal Investigations Department for dismantling the network. She also noted that the Police, in coordination with the Ministries of Interior, Transport, and Finance, the National Road Safety Authority, the Driver and Vehicle Licensing Authority, and the National Insurance Commission, are engaging Parliament to amend regulations in support of a technology-based traffic enforcement system, Traffic Tech GH.

The Police urged the public to report suspicious electronic traffic violation notices promptly.
