Prez Mahama Urges Labour to Back ECG Restructuring Plans


Accra, March 17, – President John Mahama has called on organised labour to support the government’s plan to involve the private sector in billing and metering operations of the Electricity Company of Ghana (ECG).

Speaking to union leaders at the Jubilee House on Tuesday, President Mahama assured that the initiative would not result in job losses.

He explained that inefficiencies in billing and metering had weakened ECG’s operations, limiting the company’s ability to improve employee wages, enhance working conditions, and expand social protection.

“ECG is not being privatised, and no one will lose their job due to private sector participation. ECG will continue to sell electricity and collect payment, while the private sector handles billing and metering,” he said.

The President highlighted the government’s financial efforts in the energy sector, noting that US$1.57 billion was spent in 2025 to settle legacy debts, and about US$8 billion had been invested over the past nine years to address financial challenges.

He urged organised labour to support the creation of a new institutional structure for ECG, stressing that the reforms are intended with labour in mind to ensure the long-term stability of public sector compensation.

President Mahama also addressed pension concerns, noting that current coverage remains low, with assets of about GH¢100 billion, representing 7% of GDP. He said fewer than two million workers out of ten million contribute regularly to pensions, warning that failure to act would threaten the sustainability of the system and the dignity of future retirees.

He revealed that the Ministry of Finance has been tasked to review the pension framework, expand coverage in the informal sector, modernise contribution systems, and strengthen governance and investment management.

“Together, we can build a remuneration system that is transparent and equitable, a pension system that guarantees dignity in retirement, and an economy that rewards hard work fairly. Our goal is clear – every Ghanaian worker must retire with dignity, security, and confidence in the pension system,” President Mahama said.
