Parliament Establishes Value-for-Money Office to Strengthen Public Spending Oversight



Accra, March 25, — Parliament has passed the Value-for-Money Office Bill, 2026, creating a statutory body to monitor the efficiency and effectiveness of government spending and procurement activities.

The Bill addresses recurring inefficiencies, cost overruns, and delays in public projects, providing a framework to evaluate whether state resources achieve maximum value. Once signed into law, the Office will complement existing oversight mechanisms, such as financial audits under the Service Act, 2000 (Act 584), and the Auditor-General’s constitutional mandate.

The legislation, consisting of 67 clauses, empowers the Office to conduct systematic evaluations, implement a digital project-monitoring platform, and generate timely analytical reports on programme outcomes.

The Committee on Finance stressed interoperability with existing systems, cybersecurity safeguards, and avoiding duplication while promoting transparency and accountability.

The Value-for-Money Office aligns with global best practices in countries including the UK, Canada, Singapore, Slovakia, and the USA, reinforcing Ghana’s commitment to fiscal discipline and efficient public service delivery.
