Government lifts DDEP-era restrictions on domestic bond issuance


Accra, March 3,  – The Ministry of Finance Ghana has announced the expiration of restrictions on new domestic bond issuance imposed in the aftermath of the Domestic Debt Exchange Programme (DDEP).

The three-year restriction, introduced in 2023 following Ghana’s debt default and subsequent restructuring under the DDEP, prevented the Government from issuing new domestic bonds.

In a statement issued in Accra, the Ministry said the lifting of the restrictions would enable the Government to significantly reduce its reliance on short-term Treasury Bills for budget financing and resume the issuance of longer-dated domestic bonds.

The development comes at a time of declining inflation, strengthened macroeconomic fundamentals and improved investor confidence, the statement noted. It added that the move was underpinned by a robust medium-term debt management strategy and the existence of adequate fiscal buffers.

Since 2025, the Government has met all coupon payments and obligations under the restructured bonds, demonstrating fiscal discipline and a renewed commitment to prudent debt management.

The statement also conveyed the appreciation of President John Dramani Mahama’s administration to Ghanaians for their patience and cooperation during the debt restructuring period.
