Ghana Considers Opening Top Public Offices to Dual Citizens

Accra, Feb. 18 – Parliament is preparing to deliberate on a proposed amendment to Ghana’s Constitution that would permit dual citizens to occupy certain high-level public positions.

The Constitution of Ghana (Amendment) Bill, 2025 seeks to remove restrictions that currently prevent individuals with dual citizenship or allegiance to another country from serving in roles such as Ambassador or High Commissioner, Secretary to the Cabinet, Chief of Defence Staff, and Inspector-General of Police.

The Bill has completed its First Reading and has been referred to Parliament’s Constitutional and Legal Affairs Committee for further scrutiny. This referral was made by the First Deputy Speaker, Bernard Ahiafor.

Supporters of the proposal argue that the change would allow Ghana to better tap into the expertise and experience of its diaspora, thereby fostering more inclusive governance and contributing to national development.

Speaking in support of the amendment, Davis Ansah Opoku, Member of Parliament for Mpraeso and a co-sponsor of the Bill, said the initiative reflects global realities and is intended to give qualified Ghanaians the opportunity to serve, regardless of dual nationality.

Advocates also believe the measure could deepen democratic participation and improve representation in governance.

However, the proposal has sparked debate, with some critics raising concerns about national security implications and the risk of conflicting loyalties among office holders.

The Constitutional and Legal Affairs Committee is expected to review the Bill and present its recommendations to the House for further consideration.
