Government Accepts All Recommendations of Otumfuo Mediation Report on Bawku Conflict


Accra, Dec. 17, – The Government has formally endorsed and accepted all findings and recommendations of the Otumfuo Mediation Report addressing the Bawku chieftaincy dispute.

In a statement issued by Mr. Felix Kwakye Ofosu, Presidential Spokesman and Minister of State in charge of Government Communications, the report was described as a comprehensive, fact-based roadmap designed to achieve lasting peace, reconciliation, and stability in Bawku and its surrounding areas.

The Government noted that the report is intended solely to promote harmony and not to assign blame or declare victory for any party.

The statement confirmed that the Mediation Report, presented by Otumfuo Osei Tutu II, Asantehene, on December 16, 2025, had been carefully reviewed and deliberated upon.

“In particular, the Government affirms the Supreme Court of Ghana’s unequivocal position that Naba Asigri Abugrago Azoka II is the lawful Bawku Naba, and no individual or group may contest his authority or legitimacy under any circumstances,” the statement read.

The Government also accepted the recommendation that Alhaji Seidu Abagre, installed as a rival claimant, be recalled to Nalerigu by the Nayiri, Overlord of Mamprugu, to assume an alternative traditional role, with State facilitation and support.

Steps are being taken to ensure Alhaji Abagre’s safe movement to Nalerigu, where he will remain available to receive guidance from the Nayiri.

The Government further requested Otumfuo Osei Tutu II to continue lending his moral authority and leadership to subsequent reconciliation initiatives, fostering enduring peace between the Mamprusi and Kusasi communities.

On socio-economic recovery, the statement acknowledged that prolonged conflict had caused significant human, social, and economic losses, impeding livelihoods, cohesion, and investment in Bawku.

In response, President John Dramani Mahama has directed the Minister for Finance to establish a GH¢1 billion Bawku Revitalisation Fund, to be deployed over three years (2026–2028). The Fund will support reconstruction and development of priority infrastructure, including roads, healthcare facilities, schools, irrigation and dam projects for all-year agriculture, security installations, and commercial enterprises to restore Bawku as a key economic and trading hub in Northern Ghana.

The Fund will be managed by a high-level committee chaired by Dr. Cassiel Ato Baah Forson, Minister for Finance and Acting Minister for Defence. Other members include Mr. Donaltus Akamuguri, Upper East Regional Minister, and Mr. Mahama Ayariga, Majority Leader and MP for Bawku Central, representing MPs from the area.

The Government urged all traditional authorities, political leaders, youth organizations, civil society groups, religious bodies, development partners, and citizens to support peace-building and reconciliation, acting with unity, restraint, and patriotism.

Reiterating Otumfuo Osei Tutu II’s admonition, the Government emphasized that there are no winners or losers in this process. President Mahama encouraged all parties to abide by the recommendations of the Mediation Report for the sake of national stability and peace.

The Government expressed gratitude to Otumfuo Osei Tutu II, the Nayiri, Naa Bohagu Abdulai Mahama Sheriga II, Naba Asigri Abugrago Azoka II, and all stakeholders whose cooperation contributed to the success of this historic mediation.
