Attorney-General commends EOCO Executive Director for record recoveries


Accra, Dec. 18,  – Dr. Dominic Akrutinga Ayine, Attorney-General and Minister of Justice, has praised Mr. Raymond Archer, Executive Director of the Economic and Organised Crime Office (EOCO), for leading the agency to unprecedented success in law enforcement and anti-corruption efforts.

Dr. Ayine noted that EOCO had surpassed its 2025 recovery target of GHS 200 million, achieving total recoveries of about GHS 337,476,119.59 – exceeding the target by over GHS 133 million, marking the highest recovery in the agency’s history.

“The recovery represents completed cases of both direct and indirect recoveries. Direct recoveries, deposited into the Exhibit Account, total about GHS 194,806,691,” he said. “Indirect recoveries, paid directly to the Ghana Revenue Authority or the Consolidated Fund, amount to GHS 142,668,428.59.”

He attributed EOCO’s success to strong institutional leadership, emphasizing that integrity at the helm enables agencies to perform optimally. Dr. Ayine acknowledged the support of President John Dramani Mahama in sustaining the Office’s operations.

Highlighting EOCO’s international recognition, he discussed the agency’s recovery of $15 million from online fraudulent investment schemes using innovative, non-conviction-based asset recovery strategies. The recovered virtual assets were traced, frozen, realized, and repatriated through collaborations with foreign partners.

“The National Crime Agency and the National Economic Crime Centre of the United Kingdom formally congratulated EOCO for this remarkable achievement,” Dr. Ayine said. He also thanked EOCO staff, including the Executive Director and deputies, as well as partners such as Zodiac Custody (UK), Chainalysis (UK), OK Exchange (OKX-UK), European banks, and Justice Gwendolyn Millicent Owusu of the High Court (Economic and Financial Division) for their support.

The Attorney-General further noted EOCO’s progress in handling high-profile investigations, including cases involving the National Signal Bureau and the Buffer Stock Company, with trials underway and other dockets completed and awaiting review for charges.
