Climate Strategies Must Emphasize Adaptation, Community Buy-In, and Mindset Shifts – Minister


Accra, Dec. 22, – Ghana's climate efforts should center on adaptation, local involvement, and behavioral transformation, declared Mr. Seidu Issifu, Minister of State for Climate Change and Sustainability.

Speaking at the German Embassy's Climate Talk Dialogue 2025 at Kempinski Hotel in Accra, he linked climate measures to economic progress, poverty alleviation, and security. Agencies, organizations, and communities must treat climate change as a central development priority.

The event explored clean cooking, traditional knowledge for coastal defenses, eco-friendly industry, green rail transport, climate effects on women and children, and artisan-driven electric vehicle advances.

Mr. Issifu outlined Ghana's Paris Agreement Nationally Determined Contributions (NDCs) around adaptation, mitigation, and equitable renewable shifts. Ambitious goals include 30 percent renewables by 2030, plus safeguards for at-risk groups like women and children.

“Government is currently developing NDC 3.0, which will extend Ghana’s climate targets from 2030 to 2035 and significantly raise national ambition. The NDC 3.0 will outline 76 action points, with 60 focused on mitigation and 16 on adaptation,” he said.

Since human actions fuel climate issues, he stressed education, grassroots participation, and local-language outreach for true ownership. Plans include a National Climate Change and Sustainability Hub to bolster governance.

Ghana has cut greenhouse gases by 43.4 percent under NDCs, expanded Article 6 carbon trading, but faces a $22 million funding gap for NDC 3.0 rollout.

Environmental Protection Agency Representative Mr. Felix Addo Okyere praised the talks as key for uniting government, partners, civil society, business, and citizens. Ghana's refreshed NDC eyes over one million green jobs, cleaner air, and gains for nearly 35 million people, hinging on global aid, funds, and tech sharing.
